Body washes up in Brooklyn with feet coated in cement

NEW YORK (AP) -- Police are trying to identify the body of a man who washed up along a Brooklyn beach wrapped in plastic bags with his arms tied around his back, his feet in "cement shoes."

New York Police Department Chief of Detectives Robert Boyce said Tuesday the victim had his feet "submerged in poured concrete."

He said it was obviously a homicide and officials were investigating. The man has a large tattoo of the Virgin Mary holding a rose and police hoped it would help identify him.

The body washed up from a bay near Kingsborough Community College and was found by a student on Monday. An autopsy was being performed to determine how long he'd been in the water.
