NYC Council passes new scaffolding rules

Scaffolding — or sidewalk sheds — are everywhere in New York City, but new legislation could soon change that. The New York City Council has passed a new package of bills aimed at reducing the amount of time scaffolding stays up and improving safety and aesthetics. FOX 5's Morgan McKay breaks it down.
