Report: NYC failing to close Rikers on time

A new report warns NYC is falling behind on its plan to close Rikers Island by 2027. An independent commission is urging Mayor Eric Adams to appoint a “Rikers czar” to speed up the process, stating the city is not moving fast enough to build smaller replacement jails in Manhattan, Queens, Brooklyn, and The Bronx.
