City plans new pedestrian plazas under the BQE

The areas under the BQE have always been dark and empty. Now, the city wants to reimagine those spaces and turn them into pedestrian plazas with bike racks, street vendors, and more. FOX 5 NY's Duarte Geraldino shows us what it would look like.
