NYC brokers deal with Uber, Lyft to end lockouts

New York City brokered a deal between rideshare companies Uber and Lyft to reduce access restrictions, or "lockouts" that impact drivers' pay. FOX 5 NY's Teresa Priolo has the latest from drivers, who say it's a phony compromise.
