Federal judge hears congestion pricing lawsuits

A federal judge is hearing arguments in a series of lawsuits, hoping to put the brakes on congestion pricing, saying that the MTA needs to do a more comprehensive study on the negative effects the tolling program would have on the environment. FOX 5 NY's Michelle Ross has the story.
