Push to bring parking permits to NYC neighborhoods

There is a new push for residential parking permits in parts of the city, like Queens. But, as FOX 5 NY's Jessica Formoso shows us, some city councilmembers want to make sure commuters don't take up precious spots just so they can avoid the congestion pricing toll.
