New homeless shelter to open on Upper East Side
A new shelter is set to open on the Upper East Side. It will become what is known as a "Welcome Center," giving homeless people a temporary place to stay while helping them find long term shelter. FOX 5 NY's Arthur Chi'en takes a closer look.
