Congestion pricing lawsuits stop MTA improvements

Could legal action over congestion pricing be throwing a wrench in the MTA's plans to spend on big projects? The agency says yes, but a New Jersey lawmaker who is firmly behind the congestion pricing lawsuit says no. FOX 5 NY's Jessica Formoso has the story.
