Migrants line up to receive shelter, services

Some migrants in New York City have become so desperate to find housing that they’re willing to sleep outside a re-ticketing center in the freezing temperatures to be first in line to reapply for shelter. FOX 5 NY’s Lissette Nuñez has the story.
