Lawsuit to stop NYC congestion pricing plan

New York City's teachers union and Staten Island's borough President have teamed up to file a lawsuit to block congestion pricing. Meanwhile, New Jersey is also pushing back against the MTA's program in a new report. FOX 5 NY's Michelle Ross has the story.
