Congestion pricing and potential toll evading

For the first time, we're seeing just how much money drivers will have to dish out when congestion pricing takes effect. But something that's not clear is how the MTA plans to enforce the tolls on so-called 'ghost cars,' which have their license plates covered. FOX 5 NY's Antwan Lewis takes a look at these toll evaders.
