Parking meter rates to increase by 20%

In some of the busiest areas of Manhattan's core commercial districts, rates will be increasing $1 to $5 an hour. While the rate hikes are not welcome by some commuters, these new prices will encourage higher turnover, which experts said is better for local businesses.
