Program to improve NYC street deliveries

New York City's streets are regularly clogged with parked delivery trucks. Now, the city will be testing out a new plan to allocate parking spaces as loading and unloading zones. FOX 5 NY's Arthur Chi'en sat down with the Commissioner of the Department of Transportation to see how the 'smart curbs' plan works.
