New York state budget nearly 3 weeks late amid policy issues

Legislative leaders trying to finalize New York's state budget are being hit with hurdles and have said this is the "most policy-laden budget" that officials have had to deal with. While it isn't new that a budget is being held up due to policy issues that have nothing to do with the actual state budget, but the tardiness of the state's budget is putting the city's budget plans at risk.
