Proposal would remove scaffolding that stays up for too long

Sidewalk scaffolding is meant to protect NYC walkers from falling construction debris, but some of it overstays its welcome and takes up valuable sidewalk space. Now, city officials want to crack down on the scaffolding, fining buildings that let it stay up too long.
