New Jersey 'Boom Parties' causing a commotion on Staten Island

People in parts of Staten Island say they've got a big beef with some of their neighbors across the river in New Jersey, as so-called "Boom Parties" of people blasting music from their cars have gotten so loud, the noise is carrying across state lines.
